William M. Ulrich Biography


William M. Ulrich is President and Founder of Tactical Strategy Group, Inc. (TSG). TSG is a management-consulting firm that has been in business since 1990 and specializes in information and business planning strategies. Mr. Ulrich, who is also a senior consultant with the Cutter Consortium, has more than 29 years of experience in the information management field. His system transformation strategies have been the basis for application migration projects worldwide. He currently serves as Co-chair of the Object Management Group (OMG) Architecture-Driven Modernization (ADM) Task Force and Co-chair of BrainStorm Group's Business Architecture Conference Series. The ADM Task Force is setting systems modernization standards for the IT industry.

Fortune 1000 companies, government agencies, high-tech companies and ­consulting firms have sought Mr. Ulrich’s advice on IT strategies and existing systems modernization. Past clients include the General Services Administration (GSA), Pacific Bell (SBC), the Federal Government of Canada, Merrill Lynch, American Express, EDS, SAIC, Unisys, Computer Associates, Compuware Corporation, HP, Metropolitan Life, Aetna, Cigna, Shell, TRW, General Motors, United Technologies, IBM, the Mayo Clinic, TELUS Communications, AFLAC, the IRS, Assurant Health and numerous other organizations.

As developer of The Systems Redevelopment Methodology (TSRM/USRM), which is now owned by Comsys, Ulrich defined many of the standards used in systems modernization within the IT industry today. Mr. Ulrich has also helped hundreds of organizations capitalize on knowledge built into their existing systems. A forerunner in the industry, he was on the alpha test team for the first commercially available systems redevelopment tool and was instrumental in the development of the Application Reengineering and Reverse Engineering papers for IBM’s GUIDE Project. Mr. Ulrich served on the faculty of Northeastern Illinois University and facilitated numerous workshops, including sessions for the Carnegie Mellon Software Engineering Institute.

Mr. Ulrich has lectured internationally to thousands of business and information technology professionals and has testified as an expert witness on the use of intellectual property within the computer field. He continues to serve as a software forensic and litigation support expert in technology-related cases. This includes a good deal of design and knowledge recovery and comparison of various software systems – including systems software products.

Mr. Ulrich has authored hundreds of articles appearing in major publications, including Information Week and Computerworld, on information management technology trends. He has chaired discussion panels, participated on advisory and corporate boards and served as a keynote speaker for major industry conferences. Mr. Ulrich currently serves on the Advisory Board of the BPM Institute and on the Advisory Board of the SOA Institute.

Mr. Ulrich is co-author of The Year 2000 Software Crisis: Challenge of the Century and The Year 2000 Software Crisis: The Continuing Challenge (Prentice Hall). The first book set the standard for year 2000 solutions within the industry. The second book broke new ground in defining executive strategies for managing year 2000 related risks. Mr. Ulrich’s latest book is entitled Legacy Systems: Transformation Strategies (Prentice Hall). He is frequently quoted by the press and has appeared on numerous media broadcasts, including CNN and the Today Show.

Mr. Ulrich was co-founder of Triaxsys Research, a research firm that analyzes corporate information trends from a legal, economic and technical perspective. Mr. Ulrich served in a senior management capacity at KPMG where he coordinated consulting projects, training, the data center, product development, marketing and public relations, sales support, product planning and profitability management.

Mr. Ulrich has also worked in the area of organizational transformation based on principles developed at the Chaordic Commons. He has spent significant time on community and volunteer-based efforts. This work has included co-authoring the Municipal Guide to Business Continuity Planning and helping facilitate a year 2000 workshop with FEMA, the Red Cross, the ABA, the President’s Y2K Council, senate representatives, National League of Cities, National Association of Counties and the International Emergency Managers Association.
