II. Build IT Organization Transformation Plan

The IT Organizational Transformation Plan is comprised of various tasks, as identified on the ITOT Methodology page, necessary to mobilize the project, design the new organization and transition to the new design. These tasks are divided into a mobilization phase and a design and transformation phase as shown below. Additional steps should be identified and added to this plan as required by a given project.

Task Definition Phase I: Project Mobilization

  1. Finalize organizational modeling and IT realignment approach
  2. Deliverable: Organizational modeling, design approach and methodology to be used in the IT transformation project.

  3. Form IT advisory council
  4. Deliverable: Identification of central IT coordinating council to oversee development of and transition to the new IT organization along with description of roles and responsibilities of this council.

  5. Form IT project design team
  6. Deliverable: Identification of central design team and description of their roles and responsibilities.

  7. Model existing information management function

Deliverable: A model of the information management function, as it exists today, within IT, the business units and applicable external entities across the enterprise.

Task Definition Phase II: Organizational Design & Transformation

  1. Design new organizational structure
  2. Deliverable: A model of the new IT infrastructure, minimally detailed out to at least two levels from the core IT council hub.

  3. Develop statement of purpose
  4. Deliverable: A concise statement of purpose for the new IT organization and core functional hubs comprising the new IT organization.

  5. Develop guiding principles
  6. Deliverable: A concise set of guiding principles for the new IT organization and the core functional hubs comprising the new IT organization.

  7. Design Participant Structure
  8. Deliverable: A definition of the roles, responsibilities & cultural changes required to deploy the purpose, principles and new IT organizational model.

  9. Draft & Deploy IT constitution
  10. Deliverable: A constitution containing all of the content developed in prior steps along with guidelines for ratifying and amending the constitution.

  11. Deploy Collaborative Processes & Tools
  12. Deliverable: A list of methods, processes and tools that help facilitate communication and collaboration across a hub-based infrastructure.

  13. Create & Deploy Transition Strategy

Deliverable: A transition plan for moving to the new infrastructure and completion of that transition process.
